The Will County Center for Economic Development is a 501(c)6 not-for-profit organization, created by the business community in 1981. Governed by a 50 member board and managed by a professional staff, the CED is responsible for attracting and retaining jobs for Will County. The CED has been named one of the top 20 economic development organizations in the United States by Site Selection magazine, three times. This recognition is almost unimaginable given the dire economic layoffs and closings in the early 1980's, including the iconic U.S. Steel, Texaco refinery, Mobil Oil, Caterpillar and others, who left the region in economic shambles. Local business leaders responded by rallying colleagues and pledging more than $3 million largely from the private sector to develop a four-year plan called "Breaking New Ground!"
