In 1995, EmployIndy empowered community-based organizations to administer the day-to-day operations of employment and training services because of their ability to uniquely connect with individual neighborhoods to offer a variety of personalized, culturally appropriate services to bring residents into the mainstream economy through education, training and employment programs. This allowed the EmployIndy staff to focus on broad, strategic workforce issues facing Marion County, and positioned the organization well when, three years later, Congress passed the Workforce Investment Act (WIA) to replace JTPA. Workforce Investment Boards replaced private industry councils across the nation, and their roles shifted from that of direct service providers to policy and planning bodies for workforce development, the kind of organization EmployIndy had already chosen to become.
